Can't Leave feedback, what gives?

I purchased something last week and wanted to leave feedback and I can't. No wonder buyers don't leave feedback, they can't. The leave feedback is greyed. Have you experienced this, should I call ebay? This really bugs me, it is hard enough to get feedback, and ebay makes it impossible.

The problem with zombie threads is that the information and advice may be dated and no longer correct.
@jeanetteartist In this case, the information in the thread remains correct, although the term PowerSeller is obsolete.
Some highvalue sellers can not be negged in FB for seven days to allow time for communication, negotiation and disputes.
EBay does not use feedback to assess member accounts.
