Commercial Invoice to return item to the USA bought through eBay International Shipping

I purchased items from the USA and the international sale to Canada was handled by eBay International Shipping. The seller does not handle the international shipping, eBay does. I am returning some of the items. eBay was able to generate a shipping label, and a waybill. But for the items to cross the boarder a Commercial Invoice is required. How to I get eBay International to generate a Commerical Invoice for this return?

What shipping service is being used? It's my understanding that carriers such as FedEx have the commercial invoice on file and it will come up on a computer when the item is scanned appropriately.

DHL is the shipping service. It maybe that eBay International Shipping has already sent DHL the commercial invoice for the partial return, but how do I know that for sure? I would think it would be just as easy for eBay International Shipping to send me the commercial invoice with the shipping label and waybill.
