Did not receive my package tracking shows it wasn’t shipped to my address and eBay declines appeal | Buying

Looking for some help I ordered an item from the US to my destination in Canada, tracking shows it was picked up in Illinois at a post office. Nothing shows it ever. made it to Canada. I submitted a did not receive investigation with eBay. They declined and stated it was deliveredto my location. None of the tracking information shows that it ever entered Canada let alone come to my destination. I attached all tracking information that was available to me showing this and to my surprise they declined, I then appealed the decision which they declined again very rapidly and now I can't talk to anybody about it when I attempt to, it says decision final and kicks me out of the help section. This is extremely frustrating, but it looks like I'm out $350. Any help or advice would be appreciated. I don't know if it means anything but I have 77 comments as a purchaser with 100% positive feedback.
