I tried opening an INR on an item I haven't received yet before April 17, last week and eBay automatically said to wait until the 18th. It's the 18th now and the link to open an INR disappeared and I'm out $114'USD. I ordered this jacket on Dec 17th, contacted the seller and got no response. This is the user I bought from, he or she had 80% rating at the time of my order.
