This seller importscds-ca, is listing free shipping, but according to all the negative feedback he is charging a COD. I stupidly didn't look at the feedback till after and I dont want to get dinged by this. He already refused to cancel. What is the best recourse here? This seems like a clear misadvertising and also a way for him not to pay ebay the % on shipping.

After calming down and researching more and taking the other negative feedback bias's out, I admit you are right, I have asked the seller to send me a feedback revision. The confusion here is we typically are not charged this handling fee so it is a shock when we see it, we usually just have the duty charge listed (I checked the labels of my other boxes and they did not have the fee just the tax/duty) and pay that.
