Unable to collect an item from the post office / Item sent back to Ebay International Shipping Hub

Hi all - I'm a buyer in Canada who purchased an item from a USA seller. The item was shipped via Ebay's International Shipping program.
Unfortunately I had some medical issues the past month, so I forgot to keep close tabs on the tracking. I thought the item would have been delivered to my condo's concierge but the courier dropped it off at a post office a few blocks away instead. (Most likely due to the customs fees that were appended to the item when it came into Canada.)
I just became aware that the post office sent the item back yesterday (tracking says "returned to the sender"). I reached out to the seller to inform them and to ask if they could send it back to me when they receive it (and that I'll pay for the re-shipment), but they said that the item will actually be sent back to Ebay's International Shipping Hub, and not them, since the shipment was handled by Ebay's International Shipping program.
My questions are:
1) Can I ask Ebay to redirect the package back to me from whatever hub they'll send it back to? It's a rare item and I want it. I'll pay the re-shipping fees back to Canada.
2) If Ebay refuses to ship the item back to me, will they automatically credit/refund me for this item? (I know I won't be asking the seller to refund me from their own pockets since they did nothing wrong.)
I have since contacted Ebay customer service (they did not have a phoneline or live agent available in the chatbox, so I had to reach out via email). They should be getting back to me in a day or two.
