How it works
If you're eligible, you'll be opted into the program. eBay International Shipping will become your default international shipping option when you don't offer any other international shipping services and we'll automatically add eBay International Shipping to your current listings.

My personal experience: It has been great. Most of my sales (>90%) since last September have been through eIS. Obviously, YMMV. It really depends of what you sell, and if potential buyers abroad can look past the steeped rates and longer delivery times. It is a program designed to help sellers, and not buyers.
