Question About Shipping to Europe

I just posted this as part of another thread but removed that post. I apologize if this turns out to be a double post.
I keep reading here how we can longer ship to some European countries and Italy is on that list. I have an offer from an Italian buyer so I went to the CPO site to see if I can ship there. I've created the label right to the point where I have to pay. Everything is normal and unless they block me a this last step it's business as usual.
What am I missing.
