2 orders are stuck with cancellation requests from fake sellers and ebay can't cancel them
Summary: A participant shared a concern about two orders stuck with cancellation requests from fake sellers on eBay, which eBay cannot cancel. reallynicestamps advised that if an Item Not Received (INR) claim cannot be opened, one should use PayPal's Buyer Protection policy, and if that fails, pursue a chargeback with the credit card company. The advice included going directly to a chargeback if the seller is Not A Registered User (NARU), as eBay has already blocked the scammers. The other participants did not provide additional information.
Hello,
I'm posting here in hopes that someone with a similar situation can give me some guidance. I made 2 purchases from 2 different sellers on the same day on May 11th (both were scammers and I should have known better, but I thought with the money back guarantee it wouldn't matter). That same day when I realized they were scammers, I did a cancellation request on both orders, which was never answered. The sellers never shipped the items, and their accounts were suspended the next day. So now the cancellation requests have been there since May11th, and I can't remove them, nor can the sellers accept or decline them since they're suspended. I spoke with support, they tried putting in an "item has not arrived" claim but they keep telling me their system gets stuck at the end and can't process the request.
More info:
-I used paypal's pay in 4 installments
-ETA date for the orders are between May 21st and June 1st
So now I'm stuck because the support team can't cancel the orders or start a "item not received request". Do I have to wait until the ETA date has passed, and made all my payments, before attempting an "item not received" request again? I even spoke with their leadership team and they told me they didn't know what was going on...

·3 months agoIf you are unable to open an Item Not Received (INR) claim you are also covered by Paypal's Buyer Protection policy and you should go there for satisfaction.
If you are unsuccessful with PP, then go to the credit card you actually paid with, and open a chargeback.
Normally, those would be the steps of the process.
But, in this situation, where the seller in Not A Registered User (NARU) it would have made sense to go directly to the chargeback, since it may not be dependent on the INR but would refund based on the NARU, which means eBay bounced the scammers.
