Any way to offer EIS to US only, and flat rate to the rest of the world? | Selling

Hey all, Wondering if anyone can off any info on this. Ok, so shipping within Canada, no problem. What I'd like to be able to do is offer EIS only to the US, and a flat rate option to other destinations world wide, and if EIS is offered world wide along with that, as a default, then fine. I've been attempting to get this to work for a couple of days now, and I have no idea if I do actually have it working or not. When I go to differnt Ebay locations around the world, and search out my listings, all I see is the EIS option for potential buyers not the flat rate (and at that, the quoted shipping cost in the search results, wildly differs from what one would see on the actual listing page, but that's another issue all together). One thing to note is that, when I create a listing, and preview it, it does actually show the flat rate cost on the page, which is really confusing. What it boils down to is, I really want to make sure that the US isn't seeing the flat rate cost, as I can't ship to them for that. Anyone have a thought on how or if that can be done, or is it just the fact that I've lost the ability to understand English when trying to create a shipping option? Cheers!
