Auctions don't default to cheapest shipping option, instead theyre always set to EIS | Selling

I have my flat rate shipping option set up on my shipping policies for the US. If i list a regular listing, my listing would default to the cheapest shipping option and have an EIS option as well. But if i make a auction listing, only the EIS is avaiable. I was wondering if anyone had the same problem and have solved it?
