Buyer filled a payment institution dispute on a For Parts or Not Working item and WON!! | Selling

I got off the phone with ebay and frustrating as it is.. Ebay doesn't do anything about it. I sold a player for repair or spare parts and I clearly indicated it doesn't work, I indicated in the description the buyer assumes the risk and responsibility to get it working agan. I selected correct condition For Parts or Not Working. I provided pictures showing the item not working and the pictures show the error. Buyer complained first to me he was expecting a new item. When I refused to organize the return, the buyer filled a dispute saying the item is fake and counterfeit (total nonsense, it's not gucci bag), it's a vintage video player. Ebay case got decided in my favor. The buyer then open the case with his payment institution. The case came in as item not as described. I spoke with ebay and they assured me I just need to provide screenshots of the order, the listing, the case and the communication with the buyer and attach it to the case. I did that, all attached, ebay sent me message it has submitted the information to buyers financial insitution. One months later the decission came in. Decided in buyers favor. I got not only reversed sale on the transaction but I also got slapped 20 USD payment dispute fee which ebay saying it's not an Ebay fee but the buyers insitution payment disput fee. I spent an hour arguing with EBay on the phone. No chance. Got to suck it up. Buyer can essentially lie and say I sent stones in there and get away with it. There is no ebay protection at all, this is a joke, ebay protection doesn't apply to payment disputes. WHAT else to say..
