Can't feature a promotion with a marketing banner

For years I would always feature an active markdown sale with a marketing banner on my store page. A couple of weeks ago I noticed that "Promotion" was no longer an option. I discovered that it is still an option on the .com website but not on .ca. Is anyone aware if they have removed this as an option for .ca, or is this a bug?
