eBay Canada is Sub-Par - or have I got this all wrong?

So I'm on the US site, and have been for a really long time... I use some features on the US site to do things, like create combined shipping discounts, and break down shipping costs a bit better than the categories that are being provided to me.
I didn't do this in the Canadian store, I guess I was being a little lazy the past few months because other things were going on.
So I go today to discounts, and see that I can create a coupon, or I can do a sale event. Where's the combined shipping discount? I have business policies set up to add 1.00 for each extra coin, I would like to cap that off so if someone buys many coins they aren't hit with $24 in shipping like what happened a few weeks ago. High shipping costs scare buyers, I would like to advertise that I will ship any number of coins for a flat fee (like $7.50 or something like that)
So where is this option hiding? Do I have it wrong to make a statement that eBay Canada doesn't have this feature?
Also what's with the shipping tables? I went to take a look at that to see if I could give some specific countries different rates (since I found out Switzerland is not subject to a 3 euro fee on import, at least not yet, they haven't implemented something like this), so Switzerland shipping can be cheaper than the EU, but there's no spot to do that except in an international shipping table. eBay.com has these, but on the Canada site the shipping table breaks up Canada into regions, nothing about international shipping.
Am I just looking in the wrong spot and looking stupid for making this post, or is it not my imagination that eBay Canada does not have these features?

·1 week agoI think this is what you're looking for: Shipping Preferences -> Combined Shipping -> Combined Shipping Rules
For international, you need to create an international rate table. It's in the drop down box under Create New.

OP1 week agoI do have combined shipping rules, but on eBay.com I can go into the discounts section and create a shipping promo (or item purchase promo), like 3 items get 10% off, or 4 items have only $6 for shipping. That kind of thing.
