eBay suspends Canada Post U.S. shipping label purchasing on August 25
Summary: The discussion centers on eBay's suspension of Canada Post U.S. shipping label purchasing starting August 25th. lotzofuniquegoodies raised concerns that sellers may have to cancel sales if options are disabled without notice, particularly affecting Canadian sellers due to price increases and availability alternatives like UPS and FedEx, which are deemed expensive. There were mentions of previous experiences where eBay disabled services without notice, causing sellers to face challenges in meeting handling times. Participants like ilikehockeyjerseys discussed issues of defect protection and feedback when services become unavailable suddenly.

·2 months agoImagine my surprise when an eBay buyer from the U.S. purchased one of my items and selected Canada Post as the means of shipping, and I only discovered that eBay has stopped permitting sellers from shipping via Canada Post when I go to purchase a shipping label. I have sold at least ten items on eBay recently, all to Canadian buyers apparently, since this is the first time I have encountered this.
Imagine eBay deciding that it was not going to permit USPS shipments from an area in the U.S. with a population of around 30M - California, for example - and they could only use FedEx or UPS.
I hate both FedEx and UPS with a burning passion, and now I'm going to be forced to use one of these substandard and odious alternatives. Bad idea, eBay.

Even more interesting is this discussion was started in August of 2025 and eBay STILL hasn't removed the discounted options to the USA because of the CP requirement tariffs have to be paid in advance to address the problem. Something that is impossible with eBay. It STILL is letting buyers purchase that discounted shipping option.

·2 months agoPsst. It's not Canada Post's requirement. It's the US administration's/CBP's requirement.

·2 months ago@marnotom!
The issue still is they (eBay) left the discounted cp rates in play (since August last year) for buyers to choose and use to the USA but turned off that option for sellers purchase a label. Full stop.
You don't see that as a fail on eBay's part?

·2 months agoIt's irresponsible to spread misinformation on a publicly-viewable website, particularly on an issue as sensitive as this. Canada Post does not need to be thrown under the bus for a situation not of its own making.
Anyhow, I've re-read the announcement that was made back in August, and I'm wondering if eBay has been advised that since it's the Canada Post account holder for postage generated by eBay Labels, it would be the party held liable in the event that a seller messes up on the Zonos process?
lotzofuniquegoodies
·2 months agoIn no way was I trying to throw CP under this bus. This issue is entirely eBay's for displaying discounted service(s) buyers can choose/pay for but sellers can't.
Back in August of last year all eBay had to do was disable the discount (level 4) for CP services to the USA due to the zonos requirements eBay is unable to provide. eBay staff has been tagged to this discussion on multiple posts. They have never addressed the issue.
What I did when I realized buyers were able to choose and pay for CP labels with the level 4 discount, I disabled USA Small Packet Air, USA Tracked and or USA Expedited with bulk edit. The same would be applicable for anyone who uses UPS/Fedex with the eBay label discount. I personally cannot afford buyers to be able to choose a service I am unable to purchase using eBay Labels. Not all sellers may know they NEED to do this to save themselves any aggravation caused by an eBay oversight.
For a 1 kg parcel going tracked there is 14.xx difference between the eBay labels tracked and the counter rate going to the USA. That is using the eBay calculator tool eBay provides. There is a 37.xx difference for UPS and 20.xx difference using Fedex Ground.
IF a seller were to disable eBay discounts that would get applied to ALL services a seller uses so potentially affecting there sales in Canada as a by product.

·2 months agoYou can still ship via Canada Post to the US if you want, @my_60s_models_and_comics. It's just that you can't purchase the label through eBay right now, and you'll likely pay a bit more for your label than you would have through eBay.
You're not forced to use FedEx or UPS for shipping to the US, but you may need to get set up with Zonos if you're going to use the postal system. Are you prepared to do that?

·10 months agoAfter 3 weeks of national strikes, the Canadian Union of Postal Workers (CUPW) have commenced rotating strikes. Rotating strikes mean that only limited areas of the country will be impacted at a given time.
Given this change, and confirmation that parcels are being accepted into the network, we’ve allowed sellers to start using Canada Post services again.
However, this labour action will continue to affect the flow of domestic, inbound, and outbound shipments using Canada Post services and there remains the risk of further work stoppages or escalations.

We are closely monitoring the situation and its impact on items in transit. For updates on the labour actions and eBay’s response, please visit the Canada Post website and eBay’s Canada Post Strike page.
Thank you for your continued understanding and trust in eBay.

If you purchase postage direct thru SSB account you get the level discount associated. Because I barely use now I only get level 1. With eBay labels it has been quoted as level 4. The discount is associated to eBay as a group discount under a master account number. Levels below. Expedited Canada states with level 4 UP TO 10% which leaves it up to variables.

·10 months agoI stopped selling on eBay for a while and recently rejoined. I set US shipping to the Canada Post calculated rate as I was unaware of this happening. Now I'm stuck paying double for UPS/FedEX.
eBay really should've disabled Canada Post as a shipping method on the listings, or at least stick a warning there rather than letting you find out after a buyer made the purchase.
dinomitesales
·10 months agoYou can still buy Canada Post labels outside of eBay to fulfill your orders. Either direct through SnapShip, or through third-party sites like NetParcel or Shippo. You won't get as high of a discount as you did with eBay Labels, but it's still probably cheaper than UPS/FedEx. For example, the video game you sold a couple of days ago might be $2-3 more to ship directly with Canada Post vs. through eBay Labels.
ilikehockeyjerseys
·10 months agoTracked packet below 100g or below 250g is pretty close to what the eBay rates were. Once you get above 250g, the price skyrockets.
It's possible that the person isn't aware of Snap Ship, Shippo, etc. Snap Ship would be the easiest to sign up for and use.
It's a very easy fix by turning off eBay discounts for calculated rates.
ilikehockeyjerseys
·10 months agoThe way the eBay website is set up, there is no perfect way to do it. The assumption is that sellers read the news updates that they push out.
If they disabled listings that had Canada Post as a shipping option or removed it entirely, it would be worse. That means that anybody who prepared to use Canada Post outside of eBay would get screwed. That outcome would have been much worse.
If you want to use Canada Post, all you need to do is go into your shipping settings and turn off the option for calculated shipping to use discounted eBay rates. Buyers will then be charged the standard counter rates.
Assuming your measurements are accurate, you should be able to print a label using Canada Post Snap Ship and not lose money.

·11 months agoUnfortunately the tariffs that got slapped as being unconstitutional are not the real issue for most eBay sellers, it's the removal of de miminis. Even with zero tariffs, there would still be duties/brokerage/taxes/processing fees when shipping to the US.

Due to US policies, import fees for this item will need to be paid to customs or the shipping carrier on delivery

·11 months agoThat is good. It's good they are getting the message the US buyers are paying the tariffs. It's best to prepare them for the truth than continue the fairy tail that Trump wants them to believe.
That red flag you mention perhaps explains why, for the 1st time in the history of the internet I have far more orders this week on Etsy than on Ebay. I haven't see ratio like this. Etsy doens't explain things and 50% of buyers on Etsy are okay for me to send them additional invoice. I just create digital item and have them pay for it, half of them comply without issues, whether they are aware about tariffs or not, almost all feel apologetic and quite humuliated they need to pay the tariffs but nobody has any complains or any expectations that seller should be paying them.
So I think the tariffs are working their way through the US voters minds, slowly but for sure. The public opinion may have an impact on how to ruling on tariffs in the supreme court ends.
Most US buyers agree with charging tariffs on products from China or cheap markets in general but anybody I spoke with feel scharging tarifs on European or Canadian products is total nuts.
I had a buyer asking me to put the item on hold to wait for the Supreme court to cancel tariffs, he said it's for sure going to be canceled. So I think people really have enough of the tarifs dance the way Trump plays it now.

·11 months agowhat worries me about all this is if I sell a Canadian printed comic for $100 I would have to pay $35 in duty plus ebay fees, shipping etc...I may as well just give it away. ·11 months agoSo basically there is no DDU to US. I don't know why I was so naively expecting or hoping to avoid the DDP nightmare scenario USPS has no means to collect duties, no interest from US side to collect them, this is being going on for months, no signs or information about when this is going to change, of course, US administration who wants foreigners pay tariffs, so forget there will be DDU.
Don't expect Ebay to make the duty collection from buyers because Trump doesn't want it. Didn't Trump ask Amazon to stop showing the duties collected? And that was only the amount charged because the seller added those costs, it's not even Amazon trying to charge buyers.
DDP is what is going to be the new norm my guess is. Party is over.
lotzofuniquegoodies
·11 months ago@itolduandso
All this was a DJT workaround for collecting tariffs from the sender vs the buyer. There have always been systems in place for collecting from a buyer. He just decided to get rid of that system which so he could implement this new switcheroo. See the amounts he has collected to date.

·11 months agoGerman postal authorities are now saying that shipments to the US are being suspended: "key questions remain unresolved about how duties would be paid, and by whom."
I have now added the following to the top of all my listings:
US residents, please note: As of August 29, 2025, the United States is eliminating the 'de minimis' tariff exemption for shipments under $800. The executive order eliminating the exemption also stipulates that any applicable tariffs must be remitted to US customs authorities before the shipment enters the United States. Neither eBay nor Canada Post has the mechanisms in place to accommodate this requirement. It is therefore with regret that as of August 23, 2025, I am no longer accepting orders or bids from US residents.

·11 months agoKeep in mind that UPS, FedEx, and Purolator often charge brokerage fees that can be insanely high. I've returned packages to the US when I was hit with 40% brokerage fees on top of the cost of the item, and I suspect the reverse will be true when US buyers have the same sticker shock. I think the only option for me is to stop shipping to the US altogether, open international back up, and hope Canadian buyers come through for me. Americans are currently 75-80% of my buyers, so my business could be cooked unless that ratio changes significantly. Or unless someone doesn't miss by an inch next time.
ilikehockeyjerseys
·11 months agoSellers need to be very careful using any service that prepays the brokerage on your behalf and just takes care of it because if the buyer rejects it, UPS via their terms of service can charge the sender for the duty.
The brokerage fees can be crazy.

How eBay has worded what will be processed or not in their most recent announcement.
There is a significant risk that non-compliant shipments arriving to the US beyond August 29th will be returned to the sender. Therefore, effective August 25th these Canada Post services will be disabled on eBay Labels.
Fresh off the telex machine:
What is interesting about the above suggestion is the eBay labels version of Fedex and UPS do not include the additional long forms for customs documentation creation and access to the Certificate of Origin form. Shippo and the actual couriers website do. They have always been built in as a printable version.
Shippo long invoice.
hansatrade
·11 months agoThis is still unclear. If they disable the service on Monday, will they still accept the parcels with labels printed on Sunday? In theory they should, because they USUALLY transfer parcels to the US within 1 or 2 days.

·11 months agoHard to know if there will be a drop dead date as a cutoff. Shipments could and do get delayed before they reach wherever they clear before crossing the border. Is it going to be a firm date or one with wiggle room? My shipments going by way of Richmond to LAX can be there overnight or take several days. And then time to process in Richmond. If an item was shipped from a rural point the time would/could be longer. There is the potential for a heavy load of shipments arriving causing an immediate backlog.

·11 months agois there a link to Canada Post's announcement regarding suspending package shipments to the US?
palmerstonpicks
·11 months agoA link is not easy to find, here is the email from Canada Post sent this afternoon:
As you may be aware, the United States has suspended its duty-free "de minimis" threshold of US$800 for all countries, including Canada. Starting August 29, 2025, all shipments entering the U.S. must have duties prepaid before crossing the border - regardless of their value.
This change, mandated under U.S. Executive Order 14324, applies to all business shipments from Canada, whether sent through the postal system, a Canadian courier, freight provider, or any commercial channel.
At Canada Post, we've been working to understand the order, assess options, and secure solutions that will ensure we can maintain continuity for your business. We are moving swiftly to make the necessary updates to ensure your shipments remain compliant and continue moving smoothly across the border.
What's changing
Goods valued at US$800 or less that are shipped to the United States through the postal network will be subject to an ad valorem duty. This duty will be equal to the effective tariff rate applicable to the product's country of origin under the International Emergency Economic Powers Act (IEEPA). For Canada, the current IEEPA rate is 35% for most goods.
What this means for your business
Starting August 29, 2025, every package shipped from Canada to the U.S. must show proof that duties have been prepaid before the shipment can be accepted for delivery.
What this means:
After this date, Canada Post will only accept U.S.-bound label requests that include a valid Declaration ID - a 13-character code that confirms duties are secured before the shipment is accepted.
The new U.S. customs regulations will impact your costs, delivery process and customer experience.
Keeping your shipments moving
To meet the new U.S. requirements, we're partnering with Zonos® to collect duties before they enter our network and remit them directly to U.S. Customs and Border Protection (CBP).
What this means:
You will be able to access this solution through Canada Post's software systems - Snap Ship and Shipping Manager; through our web services and APIs; and at post offices across the country.
A Zonos Verified Account will be required - information on how to create an account through Canada Post will be coming soon.
Next steps
Check your inbox and stay tuned for more details on our website in the coming days on how to prepare for August 29.
We're working hard to expand capability for business customers leveraging EST Desktop 2.0 as well as our partners - ecommerce platforms, shipping systems, marketplaces and 3PLs. We will continue to share updates as our solution evolves.
We're here to help
We recognize that this change presents challenges for Canadian businesses. We're committed to navigating this dynamic situation with you, providing you with up-to-date information and ensuring our southbound services remain accessible with a seamless Delivery Duties Paid (DDP) solution.

Once we go to purchase the label, the label cost will probably have 3 layers (4 if it was done right):

·11 months agoWe can add Austria, Latvia, Lithuania, Estonia, and Malta to the list.
Another fun fact I just learned. If a shipment to the US contains goods from more than one country, the tariff rate applicable to the entire shipment is that of the country with the highest rate. So if someone makes a combined purchase of items from Belgium, China, and Morocco, it is all tariffed at the China rate.
The main issue postal services are dealing with is that they have been seeking clarification from US authorities but have just not been getting any answers. They have not even been told how to remit the tariffs they collect to the US authorities.

@devon@ebay If eBay is turning off those options at or near the 29th for Canadian sellers hopefully they will be blocking buyers for completing a purchase using those options? During the most recent CP strike & negotiations this was happening, leaving sellers to fend for themselves when options were disabled and sellers were NOT advised....In many cases at a loss. As a side this should be considered a valid reason for unfortunately needing to cancel an order...Especially after they have paid an option is not accessible. For both parties. Buyers are not always in the loop when it comes to what is going on at any given time with postal regulations or updates of financial consequence.
Note: In many cases there are not comparable price wise options to CP as a substitute service. If a mailing option is too expensive for the the item it can be a factor to whether the buyer is still interested. This is how it has always worked for Canadian buyers. Sticker shock makes for a bad transaction experience.
ilikehockeyjerseys
·11 months agoThis would likely be a scenario that qualifies for defect+feedback protection with problem with address. The shipping service you use and advertise is not available.
I'm not saying that is an ideal outcome, because you will lose the sale.
I also think it is possible that Canada Post will announce a hard date to stop accepting US packages soon. So it might not come down to counter rates being more expensive, it will come down to if you use Canada Post exclusively, you have no options other than to cancel.

In the most recent situation eBay services were 100% disabled without advance notice. There 1 minute. Gone the next. Customers when they paid had no problem selecting those inactive services. Then it took almost a week to reactivate. If a seller has a specific handling time to meet this caused major problems that were out beyond their control. The UPS backup (lightweight orders) was 10.00 more. Fedex substantiallly more and totally unrealistic for low value items. Not all sellers have access to anything comparable to our the eBay CP negotiated rates.

·11 months agomrdutch: Using DPP does not mean the US buyer is not paying the tariffs. I used to think that too but i was mistaken. What happens is that when the US buyer makes his/her pruchase he is charged duties and tariffs at the time of sale, on top of the purchase price and shipping. So the US buyer is prepaying tariffs in other words. The seller is simply submitting those pre paid duties/tariffs to US Cusotms in advance.
The actual problem is there is no way for most sellers to do that....there is no mechanism on Ebay for Canadian sellers to pre charge and collect the tariffs and even if they could, there is no way to send them to US Customs.
So the ball is in Ebay Canada's court. If they want Canadians to be able to keep selling to the US then they have to set up those above mechanisms so Canadian sellers can use DPP. Until then it would be very unwise for Canadian sellers to keep sending packages without prepaid tariffs and 'hope for the best'.
Of course if the tarifff rates are as absurd as they seem to be then it may be a moot point as the vast majority of US buyers will probably balk at makiing the purchase when they see the tariffs being charged them. But it will drive home to them how 'rich' Donald John Trump is making them.

·11 months agoThis sounds like EBAY could easily resolve this issue.
Simply force the right tariff code on each listing, and collect the tariff themselves, same as they do tax. So people can continue to use the shipping services that lead to sales.
Its called friction, Ebay should be doing evetything it can to make sales as easy as possible, they dont make money without sales.
I'll simply be deleting American shipping, until an easy resolution is available. But 66.6% of my sales go to the US.

·11 months agoThe requirements were sprung on everyone at the last minute. It takes most businesses a fairly significant amount of time to develop and test the systems needed to do this, both for postal services and for companies like eBay. On top of that, the tariff rates and products they apply to are constantly changing minute to minute.
ilikehockeyjerseys
·11 months agoThis is a big reason why we either need a GSP or some sort of real-time calculator integrated at checkout.
Maybe things will become more clear and evident in terms of rates, exemptions, etc - but I predict that determining the duties to charge in a US shipping policy is going to be out of the scope of the average seller. Especially on eBay, where it attracts sellers of all sizes and knowledge levels, as well as sellers who have a wider variety of items.
Someone who manufactures their own items, or sticks to a single brand they receive from a distributor will be in a better position to figure this out.
On a side note, eBay should add a massive disclaimer beside UPS (and I assume Fedex). I could see a lot of people using these out of ease of use, but then getting burned if their buyer rejects the package and UPS charges the brokerages back to eBay (who then charges it to the seller).
marnotom!
·11 months agoBut the UPS and FedEx ground or standard services from Canada to the US are DDU services which tend to favoured by eBay sellers because they seem like a more reasonably priced option than those carriers’ other offerings.

UPS isn't really DDU. When you print a UPS label and hand UPS the package, they will not collect the duty from you. But you consent to them paying the duty on your behalf. They prepay this to fulfill the DDP obligation, and then they bill the recipient.
It's just that previously this was only relevant for $800 USD+ packages due to the de minimis.
If your recipient is caught off guard by a large duty ad rejects the package, UPS will then come after you for the duty they paid for you because it is non-refundable. If you printed via eBay, it will most likely be charged to eBay, who will then charge it to you.
That is my understanding of how it will work with UPS. If I'm wrong, someone can correct me. If I'm correct about roughly how it works, it's going to create a lot of problems with casual sellers who don't follow this closely choosing UPS from eBay labels because it is the path of least resistance, and then getting hit with a huge bill later on when the customer rejects the package.

·11 months agoYeah, there have been at least a couple of posts from sellers stung this way. This is the most recent, I think:

·11 months agoI talked to UPS today and you are correct, if the buyer rejects the package it comes back to us and WE pay the return charges...now I'm not sure if it's the duty/customs or just the shipping coming back to Canada...because technically the duty wouldn't be owed if the package is not delivered. But being a courier they usually have a brokerage fee on top of the return amounts.
For all my life it has been the understanding that if I buy something from another country I might have to pay customs/duty....I think this is ridiculous that WE are now responsible for paying the US buyers' duty/customs. I wonder if orange idiot in charge is behind this.......

·11 months agoAren't the UPS and Fedex charging brokerage fees, I think minimum 10 dollar (pr percentage from value?) plus aren't they charging flat tariff fee of 80 and 200 dollars?

·11 months agoThe original 2 year time frame to eliminate the de minimus was a correct time frame for business to adjust and internally for the CBP and USPS to get ready, but as my old HR prog said politics is power and the irrational, it doesn't have to make sense. DT just wants to see the import numbers go down right away before the mid-terms.

·11 months ago@rookieinvestments - State/Provincial/VAT taxes are known entities. Tariff rates depend on numerous everchanging rules and local government regulations.
In the real world and for other "normal" countries tariffs have always been paid by the receiver. Exception being in what are considered anti-dumping or over a threshhold like for dairy or lumber situations This was/has been a function of the local customs department. DJT by use of some fangled executive order has bypassed that. Border customs officials job is to inspect for illegal goods and charge tariffs where applicable. Why they have have those well trained dogs and equipment to scan a container. Important to remember eBay is never in possession of what is sold or being shipped and why customs is the intermediary in the process. They (eBay or courier/postal service would be assigning tariffs basically willy nilly for lack of a better term if it was done sight unseen risking incorrect charges being applied. This is why before when there was a de minimus, if it was applicable, you were authorizing, as an example eIS to collect on your behalf. (You were signing a contract for that collection.) When customs handles it they are billing you before the goods are released to you. For anyone that imported on a regular basis (businesses) they have their own customs broker who was doing the legal work on your behalf and then handing over the paperwork to customs who yay or nayed and then you got the bill for services rendered and duty when applicable if they approved.

·11 months agoeBay would have to be granted the ability to do this legally.
The reason why eBay charges, collects and remits tax on sales from Canadian sellers to Canadian buyers is because it has to do this by law. The reason why eBay charges, collects and remits tax from Canadian sellers to American buyers is because it has to do this by law. The reason why eBay doesn't collect and remit tax from sales from American sellers to Canadian buyers is because there are no laws in place allowing it to do so. (Instances where taxes and duties are charged for items shipped by eBay International Shipping are ones where the carrier is doing this, not eBay.)
There is currently no legislation in place to allow eBay to charge, collect, and remit duties and tariffs on sales to American buyers from Canadian (or other non-American) sellers.

·11 months agoI wonder if the labels printed on Sunday Aug 24 will be still accepted by the CP on Monday Aug 25?

·11 months agoHopefully, if Canada Post announces a cutoff they decide on Tuesday or Wednesday.
Otherwise, your options are probably cancel due to problem with address, or drop it in a red box before 5PM (if it fits). I highly doubt they would return to sender stuff processed in a sorting depot Monday night because those items could have been sitting in a post office or in a mail box since Friday night.

·11 months agoI ship Canada Post via the post office by filling out the CP online form. Is Canada Post stopping all shipments to the USA or is eBay just temporary shutting down CP labels off their website?
The majority of my items have a Country of Origin: USA.

·11 months agoPeople speculate that Canada Post might announce that they are no longer accepting packages for the USA. A few other postal services have already announced this. This is because the US will only accept delivery duties paid packagess, and Canada Post along with these other postal services do not have a mechanism to collect delivery duties from the sender on behalf of the USA.
Nothing has been announced by Canada Post but if they are your primary carrier, then you should explore other options as a contingency. Assuming Canada Post isn't ready for delivery duties paid, after the 29th, you will most likely have to find a delivery duties paid carrier and collect any duties from your customers pre-emptively to supply to the carrier before your items can ship.
At this rate, I'll be surprised if Canada Post is still accepting US packages after Tuesday. That is based on my own speculation, not anything announced.
You are unlikely to get a clear answer on these boards about your items being made in the USA. You would have to investigate that with a carrier or broker to get the proper information about what is required on your part when sending that.
If Canada Post suspends shipments and it is like what other postal services have done, it will be for all items to the USA, even USA COI items.

·11 months agoI do the same and 90% of my buyers are in the us. My items are mostly made in usa.
I wonder If we will need to change anything. I use shipstation to print my labels.

·11 months agoI did a problem with address some time ago where I had an issue with the shipment that could not be described with the drop down cancellation menu. T used "problem with address" and several weeks later got a message from EBAY stating I recieved a strike and also a warning to not do that again or my account would be suspened. First time I ever had an issue with it.

·11 months agoFor something nuanced you should contact an eBay CSR before cancelling.
If it is something like you cannot print the label because eBay suspended eBay labels, or because Canada Post is only accepting duty paid packages within your specified handling period, I would be surprised if they didn't let you cancel due to problem with address.
They don't want people using problem with address or buyer asked to cancel to avoid an OOS defect.
There is also a chance that if you contacted them and explained it, they might remove the strike. But for anything nuanced, it's always better to contact before hand.

·11 months agoI have a lot of customers that want combined shipping/shipping discounts/refund of overage-I can see that I'm going to have to make a letter that I can copy and paste into those discussions as the reason why I won't be able to do that-or I will be typing all day long answering emails. Hopefully the overage covers the duty I will have to pay.
Now you mentioned handling time-mine is 3 days....so last time Canada Post broke their system (I think it was July after the holiday when they were knocked out by an upgrade) it took them a week to get it working again. Luckily I have Chit Chats as an option to ship but if I didn't I would have been in a situation where I wouldn't have been able to ship within the 3 days, Depending on how long they take to figure this out it could be quite a mess for ebay...they might have to add another reason to the drop down- Canada Post broken again...LOL
