Anybody else having eIS problems? I send a package to France and Germany last week no problem, and over the last two days (March 23 + 24), people from USA, Australia, Italy have been asking me for shipping quotes since the eIS isn't calculating cost for them.
I thought it was something I did, but it appears other people are having the same issue. Comment so this thread gets the dev's attention!

·2 days agoHello, today I got an email that a cross stitch kit I sold to a UK buyer by way of the hub was determined to "not pass inspection" and was "liquidated" buyer was refunded and no harm to me but I've sent many kits to the UK and there has never been an issue. I need to know if the UK or international altogether are having some sort of issue so I can cancel the transaction and relist it instructing the buyer to buy it from me directly. I'm also wondering if we can just send to the buyer directly. I have many US buyers buying a single skein of wool which I can ship lettermail instead of sending it to the hub if they are going to be an issue. I know I didn't lose any money in that transaction but the "extra information" that I was encouraged to get from an ebay rep was non existant and I want to avoid disappointing my buyers.

EIS gives more protection to sellers than direct shipping-- it was eIS that refunded your unhappy buyer not you.
Laws against shipping by Letter Mail without customs declaration are being more enforced nowadays. It is also illegal to ship goods internationally by lettermail which is for documents.

·2 days agoI just noticed one of my items listed through EIS is showing a shipping charged of $120 USD for US customers. The item is relatively small, and I doubt it would cost even $25 Canadian to ship it myself with no EIS.
I think I am officially DONE with this crappy EIS program. Can eBay do ANYTHING right???

·2 days agoThere's definitely something weird going on. In looking at some of my listings, the Royal Doulton and Lladro figures are showing an absurdly high price for shipping (and not just for the USA). It seems like any type of figurine is being hit.

·3 days agoI requested to opt out yesterday, ive had 3 major bugs since I was automatically opted in and my store has been declining since.
from blocked countries buying from me directly (not EIS) , combine shipping not working AT ALL and charging tracking for each items and finally having a bunch of listing giving no way to purchase even to buyers ive previously sold to.
i although probably not related, ive also had minor issue such as business policies cloning itself and not being able to delete them even with no listing attached.
ill see if im able to salvage this account otherwise I might start over and never touch EIS, its not as if I made sales to countries i wasn't already shipping to anyway

·3 days agoExact same issues. After turning off EIS the duplicating policies was consistent and irritating. Then it would get to a point where couriers and services I didnt offer were provided for a customer. Then printing that label externally meant spending more and losing money on the sale. Became easier to just turn off US shipping entirerly.

·3 days agoThe Business Policies bug is a separate one, I think. I have it too.
In fact, each changes to a business policy create a duplicate with a few problematic listings. If you click on "Error logs" after the change (in business policies), you can download a file that shows the problematic items. The big majority of them are showing "System error. Unable to process your request. Please try again later."
Those automatically fixes themselves after a while and you can then remove the duplicate.
Others (problems like: "The UPC field is missing. Please add UPC to the listing and try again.") need to be fixed manually. The fact that "0 listings" is shown next to the business policy is a bug and makes it difficult to fix those listings. We cannot get a list of the problematic listings... I had to manually go into each one of them, with the ID in the log file, to then modify the shipping method.
A real pain.

·4 days agoI am SLOWLY converting my listings on ebay.com to ebay.ca so I can use the EIS program. Ebay does side with you if the buyer is too dumb to notice that the item is shipping from Canada and that they are responsible for duties and brokerage fees (but ONLY if you mention it specifically in your listing). Anyhow, I have less than 10 things listed under EIS so far, but it is a huge MYSTERY as to which item get approved for EIS. My item is a doll I posted on ebay.CA, and it does not fail the length, girth, or weight restrictions.. but here it is the next day, and the listing is not on the US site.

·3 days agoGo to the listing page and check the list of shipping locations to which the doll will ship. (You may have to do this in a private or incognito browser window.) If the doll will ship to all or most of the other countries covered by eIS except the United States and its possessions, then a red flag went up when your listing was inspected by the eIS AI/bot/spider/whatever you want to call it, and the doll was judged to be too problematic for eIS to handle for shipping to the United States.
Having said that, I don't see a listing for a doll under the ID you used to post here, not even for shipping to Canada.

·2 days agoSorry, I mis-remembered. The item in question was a small statue. I see if on the .COM site, and from there I can select from 50+ countries, but in my seller listings dashboard it only shows the Canadian listing. All my other EIS 'approved' items show up TWICE in my dashboard (one for .CA and one for .COM). I bet the code that runs eBay is speghetti code that eBay itself doesn't understand.

·2 days agoI had a feeling it was the Flavia statuette. I looked at that yesterday and the US had been excluded from the "ships to" locations list. It's there now, along with a C$120 shipping charge via eIS. There may have been a delay in getting eIS applied to it while AI and/or a human being tried to figure out if it could be handled by the program.

·2 days agoI AM 100% POSITIVE I PUT IN WEIGHT AND DIMENSIONS. Calculated shipping will not work otherwise. This was my #1 reason to hesitate using EIS because I was not comfortable with estimated weight and size, so I started packing the items I was going to sell. In the end, it was all for nothing when they quoted a US buyer $120 USD to ship something to them, when I know for a fact that it would cost me a MAXIMUM of $25 Canadian to ship if I did with on my own without EIS. This situation is beyond ridiculous.

Don't decide for the customer.
You can also choose to use UPS who do not tell the buyer upfront what the tariff and duty will be but collect it on their doorstep.

·Aug 6, 2026 at 7:14 PMThat was the MAIN reason I was trying EIS. I had two customers in a row that refused delivery because UPS was going to charge them a delivery fee. They both requested a REFUND, which I outright refused because my listing specifically stated they are responsible for duties, etc. The ONE good think eBay did was side with me and ruled in my favor. They also ruled in my favor for removing a negative review. I wanted to avoid all of this (people just don't, or don't know HOW to read these days). But if using EIS means they will be charged 10X what I charge for shipping, then I will have no sales at all. I am done with EIS.

·2 days agoCan I ask a general question? Why does eBay go out of its way to make SELLING DIFFICULT? If I want to sell on the .com site, you give us NO TOOLS to even 'estimate' what duties a buyer in the US will have to pay. eBay makes BILLIONS of dollars, but has zero influence with governments to make shipping easier? Did you even lobby to keep the $800 duty-free in place? I have been using eBay for over 20 years, and I have not seen ANYTHING made easier for me. You might argue EIS makes it easier, but you cannot even be bothered to tell me when I create a listing whether my item is eligible or not. Instead I have to pretend I am some sort of hacker, and try to view my listing with an incognito browser.

·2 days agoi had to find out from a total stranger that my EIS listed item on eBay.com is showing a shipping charge of $120 for US customers!!!! There is no way it should even be $30!!! Now it addition to going into incognito mode just to check if my item will ship to the USA as intended, I ALSO now have to put in a fake zip code to check that the shipping price is not TOTALLY INSANE!!!! Honestly, after 20 years on Ebay, I am "this close" to calling it quits!!!!!
I think listing through EIS was a HUGE mistake!!!

eBay IS nearly lost a package - 15 days without tracking update in California. Destination HI, USA. eBay paid buyer a refund. 2 Days later it was delivered to the US buyer. However our account has been restricted from eBay International Shipping (eIS) on any new listings. This seems rather unfair business practice since the fault is on eBay IS side.

Every new listings shows "May not Ship to United States" - only Canada works. This is beyond unfair for such a large company to say "You aren't required to reimburse the buyer or eBay and this case will not be counted in your seller performance evaluation."

If so, all that was needed in the dispute was your tracking number to the eIS plant.
If you gave that number in the original dispute, eIS became responsible for the delivery.
If you did not, you did not show Proof of Delivery.
Yes, eBay has the number somewhere, but they want you to actively participate in the dispute.
Were you charged for the refund?
One of the benefits of eIS is that the seller's responsibility for delivery ends at the plant door.
EIS promised to delivery on time. When they did not, the buyer was refunded.
WERE YOU CHARGED FOR THE REFUND?
Being banned from eIS I suspect is related to the "eBay Seller phone support has been very rude and hung up on me!" One of the few protections call centre clerks have is the ability to end calls from abusive callers.

eBay paid refund to buyer and "Seller was not at fault" --- Why?
eIS Hub shipped to United States -- slow USPS.
eIS got stuck in California for 2 weeks, NO eIS tracking updates.
eBay paid refund for "Lost eIS shipment" inside USA
eIS delivered 2 days after refund.
Same day - seller account magically restricted from eIS on any new listings. Buyers are asking for US shipping quotes - eIS disappeared.
Kindly please stop trying to flip my comment about CS being rude to making it seem I was rude instead, that's not very helpful.

The buyer was right. They did not have the purchase by the promised date.

I have sold stuff on eBay for years, and not once did my shipment get lost, but here is EIS/Ebay now losing shipments!!! ·4 days ago · EditedI looked at a couple of your recent listings. One of them (the vintage brass figurine) didn't show the United States as a shipping destination. I'm guessing that the AI that went through your listing concluded that the item would be too problematic for eIS to handle for shipping to the US and stripped the US as a shipping destination for the figurine. Because you technically ship to the United States but have no other shipping methods stated on the listing, the "may not ship to the United States" message shows for prospective US buyers.

·2 days agoSometimes it shows that if you are not looking at the US (.com) listing through incognito browser. Other times it seems it is because the item is not eligible for EIS (collectible coins, bills, knives, item is too long, item is too heavy, etc). Of course eBay does not SHOW this to you. You have to figure it out on your own. Whoever makes their website software should be fired. @devon@ebay

·4 days agoEIS has never worked for me. Canada Post and Purolator are the only couriers in my area. The moment I enable EIS my store becomes invisible to international buyers. Ive talked to numerous reps on the phone whove attempted several different work arounds and none of them worked.
The issues with US shipping combined with EIS not working has destroyed the success my store had last year. Super disappointing. My sales went from 60 a month to 11 while my inventory has tripled. Ebay has been my main platform but thats going to change if better support for Canadians doesn't happen

I posted an item last night and it was fine.
I posted another clothing item this morning and it's not showing USA as an option.
Seems to be kind of random.
Listings that were okay a week ago now show "varied" "contact seller" etc...
Definitely some kind of Canada side eIS glitch.
I hope they fix it soon.

·4 months agoTextiles seem to cause a lot of problems for eIS when it comes to shipping to the US, and this has been the case since the program was first rolled out. Not only does eIS have to calculate tariffs on the item, but it has to calculate duties and those are applied to where the materials that went into the garments (or whatever) were sourced. For example, your Fender t-shirt may be made in Mexico, but where did the manufacturer get the cotton from?
When did you email the eIS support team to let them know about your difficulties?

These items were all working fine and purchasable by US customers up until the last 24 or so when they all seemed to revert to not available to ship via eIS.
I have not touched the listings.
Are you suggesting that all of a sudden an entire category got wiped out overnight due to questions of where fibers were sourced? lol.
New and old clothing listings are not visible to the US.
No matter the country of manufacturer, even with complete documentation of manufacture tag.
This is clearly a bug.

·4 months agoI was responding to the portion of your post that I quoted. The other portion of your post is devoted to a problem that seems to have started developing for some users last week. From the information you provided in that post, it's impossible to know whether you've read other posts from other users or if you just scanned them before adding to the thread.
Perhaps you need to re-read my post. The problem with textiles is not a country of manufacture issue.
I thought I was being diplomatic, to be honest, but I can see how my wording could be interpreted differently by different people. From the information provided in your previous post and posts similar to yours, it's impossible to know what steps have been taken by the seller to get these issues resolved and when those steps were taken. I'm not a mind-reader.

·4 months agoHaving problems here as well. Just had a buyer ask for shipping costs to the US and I don't know what to tell him. Tried to have an eBay agent call me, but no one called. Going to try to change domestic shipping from CP Reg parcel to Expedited Lite and see if that fixes it like I read above. Fingers crossed.

·4 months agoThanks for the advice. Thanks for everyone's advice! It helped! I read in the replies to your post that those using Expedited Lite as a shipping service weren't having the problem as the rest of us. I was using CP Regular Parcel as my shipping service. So I went and revised my listings to use Expedited Lite and it fixed the problem! Now the EIS is showing on .com. I was able to email the interested buyer back to let him know that it should be showing up for him now. So glad we have the community here to help! Thank you!!

·4 months agoI've had many shipping glitches for over a week now. 1) Any ship policy with UPS attached causes an error that looked like a dimensions mismatch, 2) US buyers asking me if I ship to US, 3) US buyer that appeared to be charged domestic light CP rate for calculated shipping (I honoured it in the interest of taking care of the customer). 4) EIS doesn't appear to have been offered. I've worked around most of these issues temporarily but I'm hoping IT can get these glitches resolved. Deleting UPS entirely seemed to be helpful as does deleting/recreating a ship policy. Nothing seems to work for everyone and many are having issues. I suspect US buyers are reporting issues also as they seem to have challenges with full visibility to many Canadian listings.

There were some posts yesterday that suggested that anything that wasn't being shipped to the hub by Expedited Lite would be hit by the glitch, but that doesn't seem to be the case for you, unless you emailed the eIS Canada team and they fixed it for you in response to your email.
By the way, thanks for the auto-offer on the Moon Phase watch, but I'm going to have to politely decline. 😁

I have another pending to FLA and I'm hoping it's a payment delay rather than a glitch again.... fingers crossed and yes, I agree about being a case by case. As an aside, I requested read receipts to my emails sent to the EIS team. I'm hoping they might look at it at some point. I don't expect a response and didn't request one.

My listing will not show any Calculated Rates for International Customers for any shipping service when
Ebay Discounted Rates are selected in Shipping Preferences/Carrier Rate Settings.
They do show if I switch to Standard Rates.
Canadian rates display with either selected.

Not sure how many buyers will pay for the undiscounted option. Substantial difference. On 1 I sent to to Wpg....processed Sunday the rate went up by 5.00 overnight. Another to hub went up 14.00. And the more we pay for shipping the more we lose to selling fees.

·4 months agoOut of my 68 listings, 61 are currently showing in .com and also with eIS service. The other 7...nope. 5 are the watches cased in South Korea (seems to be a problem for eIS). The other two, I have no idea why.

·4 months agoIf those two aren't showing up in search, my guess is that they're not part of the issue that several users are posting about, otherwise they'd show up with "shipping not specified" in list view and "will ship to the US" in the listing's shipping section.
I just checked on @kevsoddsandends' listings and several show up with eIS applied to it, so I'm hoping this is a recent development that means a fix is being rolled out and should take hold on their other listings as well as other users' listings.

I just called customer service about this issue. Specifically an item that successfully shipped by eBay International Shipping to the USA on March 10th (arrived with customer March 23rd). New buyer asking about shipping options. eBay customer service offered "add more shipping options" and "change the item's category".
My shipping policy allowed Canada Post Expedited and UPS Standard Canada, so it shouldn't be as simple as an eBay vs. Canada Post issue, I don't think. As the OP says: "eIS not working!"

We do pay pretty decent fees to sell here after all.

·4 months agoEmail the eIS Canada development team instead if you haven't already done so, @electronicsguru**ca. eBay customer service isn't based in Canada and there aren't enough of us Canadian users to get the issue sufficiently on customer service's radar. You may not get the "back and forth" you want, but if Canadian sellers flood the development team with emails, they'll have a much better idea how widespread this problem is. eBay's invested a lot in this program. They probably want it to work.

It is pathetic that I have to become a 'hacker', go into incognito mode in a browser, pretend I am located in the USA, just to see if my listing is actually in EIS, and also that it is not charging shipping that is over 10X what it should be. Import fees are separate and they are what they are, but charging the buyer 10X what the shipping should cost is driving me into a RAGE. I am done with EIS. Once I sell off my inventory, I might be done with eBay too.

Is it added to the policy for sure? It should be failing when you try to add it to a policy because of the issues with UPS this week too.
A common thing with a few cases I've looked at is that the currently messed up Expedited Parcel option is the only domestic option.
Does adding CP Regular Parcel enable EIS again?

Wonder if eBay could give sellers something official in a workaround while this is being resolved? What to tell customers? The error message is very vague and basically leaves seller/buyer in limbo with risk buyer just goes elsewhere with zero way to follow through on buyers questions.

·4 months agoIf it hasn't been done so already, @love_happy_endings, encourage users in those groups to email the eIS development/support team at eis@ebay.ca . They may not reply quickly or at all, but at least they'll have a better idea of how widespread the problem is.

·4 months agoI just checked into this myself and noticed that eIS isn't showing for the USA at all right now. I tried France and Australia, and it was working there. So it seems broken for the USA right now. The price didn't seem weird to me and was within the old range, but it's hard to say and might just be based on the weight of my item tested.

·4 months agoeIS seems to have been applied for the US to your new(?) listing, the Blues Brothers CD, @drath999, but not one of the older ones I checked. Hoping this is a sign that a fix has been rolled out and it's just going to take time to be applied to all affected listings.

·4 months agoYeah, I've noticed tonight a few different issues.. I've had UK and Australian customers asking for freight quotes (when my policies have all those areas enabled) so I poked around and most Euro locations do not have feight numbers on the listing for EITHER the eIS or xPresspost or Expedited tracked international.
In addition, expedited domestic rates are not showing any discounts on listings. (and the discounts are missing from the ebay shipping calculator as well) which tells me there are some internal issues going on...
curiously, expedited lite still works properly

·4 months agoeIS is working for me but it's not charging Expedited Lite correctly, what a **bleep** show a company of this size.

·yesterday at 11:51 PMExactly. I don't believe at all that they test the software they use to run the eBay website. They probably just wait for enough people to complain, and put in a patch, then continue the rest of their day on Facebook.
