EIS Question... EIS not showing when I have direct shipping set to that country | Selling

If I have direct shipping to the USA (or any other country) enabled, it does not show the EIS option. When I delete the USA (or any other country) from my direct shipping, EIS shows. I was under the impression EIS should show even when I have a direct ship to that country as an option? I have uploaded a screenshot where I add/remove a country and EIS shows/is removed as I adjust which country I ship to.I want both direct shipping and EIS to be a customer option on my listings. I emailed EIS last week but no response so asking here if anyone else has this issue.
