Effective August 29, 2025:
- Entry Preparation Charges for Importing into the United States: The Entry Preparation Charge for UPS® Standard from Canada shipments will be $10.00 for shipments with a Value for Duty between $0.00 to $200.00, and to $20.00 for shipments with a Value for Duty between $200.01 to $800.00.
Effective September 8, 2025:
International Processing Fee: An International Processing Fee of $2.50 per shipment will apply to the following U.S. import shipments for customs processing services:
- UPS Worldwide Express®
- UPS Worldwide Express Plus®
- UPS Worldwide Express NA1®
You will also need an separate account for prepaying the customers duties on for your customers. This service has additional costs.

Domestic Large Package Surcharge and Additional Handling Charge
Changes to the definition of Domestic Large Package Surcharge and Additional Handling Charge that were previously scheduled for August 17, 2025, including the addition of Additional Handling Cubic Size, Large Package Surcharge Cubic Size and Large Package Surcharge Weight, and the removal of Additional Handling Length plus Girth and Large Package Surcharge Length plus Girth definitions, have been delayed until on or after December 22, 2025. The previously announced change in the way UPS determines package dimensions for the purpose of assessing charges remains scheduled for August 18, 2025, and all other previously announced updates remain scheduled as described on ups.com and ups.com/rates. Surge fees may also be applicable.

I know there was some speculation that UPS could possibly end up working like it did previously for items that didn't qualify for the de minimis, so I don't know what eBay internally was expecting.

Most likely that is what should have happened if there was nothing in place to collect from the sender from day 1 of this change. As it is charging in advance will be just a guess. If items get inspected there is the potential for tariffs owed to change. In the past with everything being done "basically" digitally anything opened and inspected would be a lot more random than it will be going forward. If there is an risk of items being inspected it would be a good idea to include a copy of packing slip attached to any customs paperwork attached to the top of the box. Then your usual copy inside the box. More likely parcels are going to get handled several times compared to the past. Again, all standard procedure if you are a business when it comes to exporting.

If you are one to happen to be business and have an account with a courier like UPS, Fedex, Puro, DHL etc the complete selection of Incoterm options come standard. Always have. They just billed you if you assumed responsibility for customs clearance and/or any duties owing when applicable. It was even built into Shippo with the standard long form. When eBay labels arrived it was bare bones for including ALL options. Dummied down.
The defaults with eBay are return to sender. Automatically.(Only actually displays on the premium CP services.) No such thing as dispose. Also an option with Shippo. Could this change with DDU? There may be a we oon't care as long as trump imposed tariffs are collected from someone. Most of this is a dumpster fire with more tires being added daily.
