The Promoted Listings original version only asks for payment when there is a Sale.
With a minimum fee of 2%
EBay's suggestions are always good for eBay.
Not so much for the sellers or buyers.

Total agreement. Like when they changed minimum amount you could promote an item and increased it to 5%.
Unfortunately (not sure of the exact name) but there were requests for clarification on listings that sold using "shadow" clicks for promoted listings (A bunch of promoted listings display on a sellers page. Potential buyer clicks on any 1 of them. It now gets counted as a promoted sale if that items sells). The eBay clarification never happened. I believe it even showed up in one of the historical seller displays. Think that visibility was removed shortly after the request for clarification. With so much of the historical information creatively hidden it is difficult to know exactly how items are actually being sold anymore. Example what we see now for traffic. The new version has become a major downgrade.
