How can I add a flat discount for shipping for buyers that get multiple items? | Selling

Since combined shipping is sort of convoluted here on ebay I was thinking maybe I could apply automatic flat discounts for customers who buy more than 1 item. How can I go about doing this? I really dont want to go through the hassle of refunding the difference each time, this is my full time income and not a side hustle. Let me know! thanks
