I offered a customer €700 for a partial refund, but he wants €1500. Can I increase my offer? How can we reach an agreement? He had already requested a return and hasn't responded to my €700 offer yet.

Did you offer the partial refund in response to the return request?
If you did, you can only make one offer, If the buyer doesn't accept or declines the offer, that's it, no more chances to offer a partial refund. You will have to accept the return.

The buyer says the item (a cello) has already been sent for repairs. The buyer is in Canada, the seller is in Germany.
