I am trying to return all my listings to Canada Post. Since a large part of interest is from the U.S., I have disabled Ebay shipping discounts to avoid something that no longer exists. (Meaning the cost charged is much less than actual). Ebay eliminated this, yet did not change the listing interface. The penalty to this strategy, is that it eliminates discounts to Canadian buyers.
