Lost or damaged package claim with UPS, shipping label and insurance bought via eBay

I, a small individual eBay seller, sent an email to caclaims@ups.com, regarding my claim weeks ago for a lost package/painting. My claim status shows: "Document processing problem" and "Closed".
Here is UPS's reply:

I believe the key is "the claim has been voided, as it falls under the terms of our claims agreement with your organization." "Your organization", the term used by UPS here, refers to eBay, I believe.
