Prepare for new EU packaging requirements

If you’re considered a packaging producer for goods sold into EU markets, you may need to prepare for new requirements under the Packaging and Packaging Waste Regulation (PPWR).
Starting August 12, 2026, if you qualify as a producer, you may need to provide EPR (Extended Producer Responsibility) Packaging registration numbers for the EU countries in which you make product packaging (including shipping materials) available for the first time. In some cases, you may also need to appoint an authorized representative to take over your obligations.
Registration can take several weeks, so if you don’t yet have registration numbers we recommend getting started now to help avoid delays.
Who qualifies as a producer?
You may be a producer when you’re the first to make packaging available in a relevant EU Member State.
Producer status is specific to each country, so it’s possible to be a producer in one country but not in another.
What you need to do now
- Get familiar with the law by reviewing the EU regulation to understand your obligations as a seller.

- Arrange packaging EPR registration in each EU country where you’re considered a packaging producer. Registration requirements and processes may vary by country.
- Prepare to add your EPR Packaging registration numbers. After the new packaging requirements take effect, we’ll be required to collect these numbers and ask you to self-certify your compliance. We recommend checking that your registration information is accurate and up to date.
If you don’t provide packaging EPR registration numbers where required, your listings may be hidden to buyers in those countries.
