·1 year agoYou may not be able to send an offer as the "watcher" as they may have the option not to receive "offers" activated.

·1 year agoIt shows up in your selling listing as "send an offer". It usually takes 24 hours since being added to Watchlist before it shows up (at least that's my experience).
