Sending offers on watched products - can see if watcher is US buyer or Canadian / International | Selling

Wondering if anybody has experience with this, I noticed on computer when sending offers, I can see the shipping cost. Since I. have different flat shipping cost set for Canada / US / International, it seems I can see if the watcher is US or not becuse I see different flat shipping cost when sending the offer. I don't know what would be in the case there are multiple mixed region watchers, US / Canada, what shipping cost would be shown. If there is one watcher shown, it seems the shipping costs shown reflects the region where they are from. On mobile device app, however, it doesn't work, it always shows same regio, whatver region is setup in my app settings. Anybody observed this whose account is on Ebay.COM? This is useful for Canadian sellers listing on Ebay.COM site and I am unable to disable US shipping since it is the primary country. (I don't want to move to Ebay.CA yet)
