So am i supposed to use the Country of Origin code or the Country of Manufacture code? | Selling

Apparently they are not the same. I need the country of manufacture code for China for a plastic toy soldier i am shipping to the US (or do i actually need the Country of Origin code instead?). Trying to avoid lengthy Customs delays.
