Stallion Express/PostNL still charging duty for informational material (CD’s, vinyl etc) | Selling

Has anyone heard anything from Stallion as to why they are still charging duty on duty free items when using PostNL? CDs, books, records etc should all be duty free but Stallion is still charging for them.I’d ask them directly but their customer service tends to be pretty slow.
