Top Rated Plus in Canada (Global)?

I'm finding a lot of conflicting information on this. Here's the gist of the situation:
I am top-rated (global).
I changed my listings to 1-day shipping/handling time.
I changed my returns to 30 days and so the seller (me!) pays.
After those changes, I noticed no discount on my fees when selling in Canada over the last 10 or so sales, globally, or even to the U.S. (the U.S. makes sense since I'm not top-rated there, yet). I changed back to 3 days until I figured this out.
I've looked through the forums here and see some conflicting information, and read through this: https://www.ebay.ca/sellercentre/protections/top-rated-program
Which says "If you are a Top Rated Seller in the US or Global program, you can qualify for a Top Rated Plus seal and a 10% discount on final value fees for your items listed in US, Motors, CA, & CAFR."
But then it says, "In order to benefit from the Top Rated Plus seal and discount, Canadian sellers need to meet all the Top rated Seller performance standards requirements mentioned above, and upload tracking within their stated handling time with carrier validation for 95% of transactions to US buyers."
So does that mean I only get the 10% discount globally if I am also a top seller in the U.S.? That seems to go against what others are saying and what the above says about items listed in CA/CAFR.
I contacted support, and they told me the Top Rated Plus only exists in the U.S. and U.K., and not for global sellers, which is even more confusing.
Help me make sense of this, haha. Thanks!

That doesn't seem to match what it is their docs, but now after reviewing a new sale, I see the discount. I'm not sure why it didn't show up until now, but I guess there's some kind of delay? Seems about 2 weeks after I moved into the "Top Seller" bracket, unless some orders are excluded for some reason.

·11 months agoWhen you first get TRS status on the 20th of the month review the discount doesn't take effect until the 1st of the following month. It works the same way if you loose TRS status on a 20th of the month review you will still get the discount on sales before the end of that month.

·11 months agoTop Rated Plus badge is a USA thing. You do not need to be a Top Rated Plus seller to get the discount. You only need to be a Top Rated Seller (TRS) in Canada. You can be that by meeting the Global requirement or the USA requirement.
