US/Inter. shipping options only show eBay International Shipping & not my own shipping options?

I have had a smooth time selling items on eBay.ca for 2 years.
However, with the recent implementation of eBay International Shipping (EIS), when a buyer from the US or outside of Canada orders multiple items from me, the only shipping option shown is EIS, not my other shipping options.
I recently had a buyer with an APO US address trying to purchase multiple items from me. However, they weren't able to purchase anything because it says the buyer doesn't ship to these they of addresses. It only shows EIS for the buyer, and EIS does not ship to APO or PO box addresses. Mind you, I have shipped to APO addresses in the past.
If the buyer from the US/International only wants to get one item from me, then my selected shipping options will show up during checkout. However, with the recent implementation of eBay International Shipping (EIS), when a buyer from the US/International wants to order multiple items from me, the only shipping option shown is EIS, and not my other shipping options.
I have never changed my shipping options ever, and it worked perfectly before EIS. I only have one shipping policy that I use for all of my listings.
The address above is just filler, and trying to see if my shipping settings work.
I have tried changing my shipping options, but I am still having this issue above. I do offer combined shipping for every item you add to your cart, with an additional 25¢ included in the shipping cost. I also have a promotional shipping option where, if you add 2 or more items into your cart, you will have an option to select a flat $9.99 shipping option.
I am currently shipping with Chitchats or Canada Post, depending on the country. For the US, I only ship with Chitchats once a week. For anything international, I usually ship with Canada Post since it is much closer to where I live compared to the closest Chitchats location.
Has anyone else had this issue? Any advice would be appreciated. 🙂

If you can ship via ChitChats or Canada Post why have EIS enabled at all?
Opt out of EIS and go back to shipping the way you prefer (your buyers would prefer it as well).
