WW2 Medals and Award Docs removed by ebay Govt Property Policy | Selling

This one makes no sense to me after decades on eBay. I've been having WW2 Medal Grouping with Award Documents removed due to this vague Government Items Policy.It appears the culprit is the Award Document, though they are readily bought and sold on eBay, in fact that is where I bought them. The Award Document is private property as are Medals, once issued to soldiers. Appealled twice, goes no where. Is this just eBay's idiot AI enforcing incorrectly, or is this due to eBay's heavy usage of temporary foreign workers who don't understand or know how to search the internet?
