EBay sent me a package that wasn’t meant for me. Inside was the name and address of someone else. I want to return this item but I cannot get in touch with eBay and their chat just goes in circles. Suggestions?

Go to your purchase history, go to more actions, and select return this item.

In the meantime IF you were expecting a parcel (most likely you were due to the mix up) stay tuned for your parcel. IF it doesn't arrive in its suggested time limit, you can file an INR. You can check with original seller to confirm if they have more to reorder. Your INR/INAD will be credited and you get the fun and pleasure of starting over. Why it is soooooooooooooo important senders include a packing slip INSIDE the box with goods. Unfortunately many sellers believe this is an unnecessary process. Probably eIS for that matter.
My guess is this is a result of a mixup with eIS, eBay's shipping program...
Is there any indication as to the sender(The seller of the item)?..the name on the inside is it the recipient or the sender? .... if the name of the sender is apparent, you could do a return to sender; otherwise there is little that can be done unless you want to do the gracious deed of forwarding the item to the correct recipient at your expense...a hard decision when this happens as it is not of your doing and you are not at fault no matter what you choose to do...

Why are you jumping to that conclusion? If anything, the program possibly has more safeguards to prevent this from happening. I'm not saying that it could not happen, but...
BTW, in my long history as eBay buyer, this situation has only happen twice to me. And they were not parcels shipped via eIS.
