My invitation on eBay.com is for auction style listings (NOT fixed price!)
http://pages.ebay.com/promo/2015/0820/ListAuction.html
It appears the title of the .ca promotional page is incorrect.
Only in Canada, eh!

Why would eBay run two promotions at the same time? one for selected sellers offering auction style listings and one for other selected sellers offering fixed price 30day or GTC listings
It also appears that the auction style promotion I accepted is only valid on eBay.com as it does not show in my Selling Manager on eBay.ca!

I got this 30 day fixed listings offer on both eBay.CA and eBay,COM
The only free auctions offer I have on .COM is for selling women's clothing.
The link Pierre provided tells me I'm not invited for 1000 free auctions.
So that makes 3 promos running on eBay,com
I note that FREE SUBTITLES are available for both of the 1000 item offers.

I also received the offer on eBay.com as well as this....which I don't need.
List up to 500 auction-style listings in Women’s Clothing FREE. Excludes relisted items. Learn More

Who knows why eBay does what it does? I can't even hazard a guess, but I'm glad I got the fixed price one (with free subtitles -- yyyyes!!!).

Mine is just for auction style listing only also, not something I use very often.

Received : List free – up to 1,000, 30-day fixed price listings.
No relist items included, will have to watch currency.

The promotion for auction style listings on eBay.com is different. It allows relist.
I just tested it by relisted a listing using the "relist" link and it was correctly shown in my Selling Manager against that 1,000 free listing promotion.

Like I said, different promo.

I followed the link but was rejected.... I was not invited to the party this time but I'm not weeping about it since I am still working on the doubles offer from the start of August plus some other one that cropped up in the meantime. Funny, some months I am scrutinizing my listings counts like a miser but this month I can't meet them they are so plentiful. I have a whole pile of new product to list for the holiday season but no time until the children are safely back at school. I hope to see something like this again in September.

"and I didnt get either..."
The promo did not come to me by email nor through "my messages"
Did you check your Selling Manager on both sites?

The email invitation for the .com (auction style) promotion just came in,

Personally I wouldn't use the free subtitles as it'd add so much work to remove them next time a free promo withOUT subtitles comes up......

That's what I originally thought as well -- why bother, only to have undo all that work? Yet the last time subtitles were offered for free, it did create some extra sales I wasn't expecting.
At this point, I can use all the help I can get, so I'm going to take it. After all, it really only takes a few seconds per listing to remove the subtitles later. In fact, it might be possible to do it using Bulk Editor.
Just a word to the wise though, for those who hadn't already realized this: don't click on the "automatic relist" feature on the SYI form (or remove it if it was already chosen and you're using Sell Similar) if you plan to remove the subtitles after the promo, or you'll end up with a whole lot of unwanted extra upgrade charges.

The dot com promo for auction is working on our USA account on dot com but our CDN account has the fixed price promo on both dot ca and dot com.
The difference being is that we have an actual USA account as well with a USA address and a separate USA paypal account as well.
