Simplified, the new rules say that for those who don't have a store, monthly free listing in the specified categories will no longer be 50 of your choice of format between auction and fixed price, but:
- 50 free auctions in the specified categories, plus
- 50 additional free auctions in those same categories, or 50 additional free auctions or fixed price listings in any other categories.
If you have a store, nothing changes.
Promotions all have their own terms, if there are any restrictions, they will be spelled out on there.

That is still unclear at the moment but we should know very soon. I'll update this post when I know for sure.
