Never close a Dispute until you have the item or the refund in hand.
Do NOT accept an offer of a replacement from overseas. It won't come either.
Sadly this is a learning experience too many naive buyers receive.
If you closed the eBay dispute, you may be able to make a Paypal claim, now that they are separate companies. Unlikely, but do try. The PP Resolution Centre is on the left side of the account page.
If PP cannot help, go to the credit card you use to back your PP account (PP is just a useful mediator). Phone the 1800 number on the back of the card and ask the clerk about a chargeback.
She will need information about the transaction: dates, payment, currency, transaction numbers, etc. Have these handy.
If you do not back your PP with a credit card, you have two learning experiences. Add it today.

It's not unlikely at all. 🙂 Paypal has stated that a claim can be opened even if a buyer lost an ebay claim. They can also open a Paypal claim when the ebay claim is still open however the ebay claim is then supposed to automatically close.

Really? I suppose it is good for buyers that have been 'convinced' to close their cases early but I don't see how it is favorable to sellers.
