How exactly would you know the buyer is being dishonest?
The attitude that international buyers are dishonest and that it is dangerous to ship overseas is exactly why the gsp exists.

Mr.Elmwood you can creat e a template using Word and copy paste adresses from paypal site.
I never used paypal shipping program, I dont think they do it for free.
Once I bought shoes from the US the seller was using ebay Global Shipping Program, I had to pay two shipping fees... it was wiered.

Yes it is completely free to use. You pay the shipping price, that's it. I know, I use it ALL the time!
The only thing is... I can't pay for Letter Mail with PayPal. But my use of letter mail has decreased a lot since the first increament of Light Packet is now up to 150 grams.

Paypal shipping is free to use. Matter of fact, some services are discounted. It saves me a lot of money. It saves me a lot of money. It saves me a lot of INR.
GSP is something completely different and has nothing to do with Paypal Shipping.

I use mostly letter mails. So this, paypal program is not for me. I will continue to go to the PO.
I found out that the best way was to have fixed shipping fees ( letters up to 300 g) Canada: 6.99, US: 11, World: 13
Sometimes, I refund the buyer when I see that the difference is huge in my favor.

the question can be understood in either way, he might be looking really for tracking .
Why? Tracking allows a seller to prove that the buyer recieved something if there is a Paypal dispute. No tracking the seller loses and must refund. Asking about tracking means either the buyer is a nervous nellie and will be difficult to deal with or plans a scam.
Sometimes, I refund the buyer when I see that the difference is huge in my favor.
Based on the rates you are quoting that would be every single time. Three hundred grams ships for $4.10 Canadian and $10.30 for US.
You can ship 500 grams domestically for $5.05.
With that markup you can buy a lot of bubble wrap.
And you are badly undercharging for overseas. Shipping up to 500 grams costs $20.60.
Nothing wrong with having a handling charge to cover the cost of packaging and even self-insurance, but usually that's less than a 50 cent markup.
Given the high fraud category you sell in, I would advise using self-insurance.

I meant when someone asks: do you ship with tracking? the question itself does not show the dishonesty of the buyer.
I once sold an item to Malaysia, the ebuyer cancelled when he knew that it was not tracked.

Yes, eBay and PayPal do monitor buyers with a large percentage of claims relative to their purchases, just as they do sellers.
Many years ago, until 2004 or 2005, PayPal had a policy of disallowing claims from buyers in excess of 4 a year (higher number for members with very large number of purchases). However, the US Department of Justice told PayPal to cease the practice.
