Buyer Won't Cancel Transaction

  I recently sold an item to someone in Belgium, and before I could send him the shipping cost he requested to cancel the order. I initiated the Cancel Transaction process, but he will not complete it from his end. He responded to my first message saying he was new to eBay and didn't know how things work, so I'm guessing he either can't figure it out or just doesn't care (I did try to explain it to him). On my Selling page, there's a note saying that eBay is "waiting to confirm that the buyer received a refund" before they cancel this. How can I refund a payment I never received? And how am I supposed to get my fees refunded ($10+) if the buyer won't finish cancelling this transaction?

I had exactly the same scenario yesterday - buyer from Germany bought 5 cards with photos of Japanese miniatures, I sent her an invoice with combined shipping.

 

Soon after this I received an identical message on each item stating that she did not know it was photo - she thought it was an actual miniature... Of course! Miniature for $2.99 only, listed in category CARDS and each title contains the word CARD.

 

I immediately processed with cancellations, advised her about it and asked to confirm promptly, so I can relist items...

 

So far she did not participate in anything.

 

Called eBay today and said that money exchange did not take place and message to me on each item clearly indicates the buyer's initiative on cancellation.

 

I was told that I can relist items right now and 10 days is for final credit if the buyer does not confirm earlier.

 

CSR told me that this happens quite often.

Thats just a generic message they send wheather or not any money trades hands,they will automatically refund your fees.

They system isn't set up well for that scenario but the cancellation will eventually time out. As others mentioned, in about 10 days you will receive your fvf credit and the cancellation will be complete.

Further  my previous memo, just received an email from eBay stating that my cancellation has been processed and the credit should appear on my account within 24 hrs.

It sucks and baffles, particularly when the buyer hasn't even paid yet.

Been there a couple of times.

Wait out the required 10 days. Your fees will be reimbursed.

Blocklist any PIA's.
