Hey guys!
Correct me if I'm wrong but Canada Post provides rebates when you purchase over certain amount of postage / year.
I don't think the postage I'm purchading through PayPal is considered and I don't believe I'm getting any rebates...
...even though I purchase >10,000$ of postage / year from Canada Post (mostly through PayPal)
What can I do? Can I somehow link my Canada Post account number to my PayPal account?

No.
When you purchase postage through PayPal, you get a discount arranged by PayPal (and partially subsidized by eBay). The program is managed by Pitney-Bowes under contract from eBay.
If you have a volume contract with Canada Post, you will need to ascertain which deal is best for you: buying from PayPal or buying directly from Canada Post
Also, if saving money on postage is important to you, you may consider buying postage offered below face value by stamp dealers. In many instances the price will be much lower than what you pay at Canada Post or through PayPal - but - it does require some work matching denominations to the correct rates needed.
On $10,000 a year in postal purchases, you would save at least $1,000 - $1,500. Is it worth your time and effort?

Canada Post doesn't give rebates they give discounts on purchases made directly from them.
The Solutions for Small Business (formerly Venture One) has 4 levels of discount based on parcel shipping purchased through the Canada Post program. The levels are: under $2500, under $5000, under $7500, over $7500 spent in the previous 12 months.
Canada Post also has commercial contracts (you should be shipping at least 800 parcels per year to be considered). Discounts on those vary, depending on volume and type of service.
