I have a buyer (non-payer) that I've blocked numerous times, he continues to come back and make offers on items using different I.D's.
I've opened numerous "unpaided item" claims which never get paid and eBay allows this individual to come back using a different I.D (the address is always the same).
eBay obviously suspends the buyer and he just opens a new account and starts over.... or is he just changing his I.D name after the suspension ends?
How many accounts is an individual allowed to open after a eBay I.D receives numerous unpaid item strikes?
Even Sellers who have been burned by the buyer leave negative feedback in the form of a positive warning others Sellers to avoid this particular individual.
You would think that this pesky non-buyer would get the message after I've blocked his separate I.D's that I don't want to do business with him.
It blows my mind that he just doesn't give up and continues to come back and make offers for items he obviously can't afford!

I'm not sure but it sounds as if he is not bidding as such, just making offers?

That's quite a loophole.
Have you checked to see that his actual bids are being blocked?
It's been my understanding that a Block stops all bidding from that .... darn... the number of that is the real IP address... whatever that's called.
We've seen honest bidders complain because a housemate or relative is Blocked and the honest guy can no longer bid.
Is this your experience?

I don't run auction format (haven't since 2008). It's all buy-it-now or best offer.
I know he's had multiple I.D's, every time I block one he comes back with another. Of course several months go by between offers....
I phoned eBay Customer Service once to complain that the same buyer I blocked is buying again from me with a different I.D. and not paying.
The only response I get is to file a unpaid item dispute and block their new I.D.
I just find it absurd that this problem keeps coming up, it's like I'm running in circles with this guy....
I can't keep track of everyone I deal with... I look over their feedback, especially "feedback left for others" and look for negatives and neutrals and if everything looks good I go ahead and do business.
This is my forth unpaid item claim that I filed with this buyer, along with blocking three separate I.D's.
What's mind blowing is that he just keeps coming back...
