Yes you can. You must register your postal or zip code with card company so it matches your ebay info. It takes a minutes. You just tell them your need to register this info because you want to buy on ebay.  Phone number behind card.

Some can, most can't. To be useable, they have to be registered in your name with the credit card company in the same way regular credit cards are.
