Can't Print Shipping labels

So in ebay when I click "Print shipping label" to buy the ebay shipping label I get a red notice that say's "System unavailable. Please try again later!". I have been selling items for awhile now I have always done it the same way with no problems why is this happening? Thank You.

That sometimes happens with international transactions. If it is for an international label and there is a province/state listed, then take that out as it isn't necessary and try again to print it.

Sometimes a label will not print at the usual paypal site but will print when you enter the info at paypal.com/shipnow. You receive the same discount.
