Did you neglect to pay for some items and the sellers filed a Non Paying report.
If so most sellers Block buyers who do not pay for other items.

You did not pay at least two earlier sellers and they had to go to eBay to get the fselling fees they paid refunded by Paypal.
Why should any other seller accept bids from you?
