Can't get ebay bucks certificate code/won't show up when I make transaction for payment to apply

I have about 7.93$ In ebay bucks, When I go to pay for my item it won't give me the option to pay with it it just gives me the full price without ebay bucks reducing it.... Help? And I don't have a certificate code either
