Canada Post <sigh> Discounted Small Packets

I just received my rate increase letter from CPC. There is a footnote at the bottom of the first page that says

"If you signed a separate International Air and Surface Parcels or Small Packets Agreement (which was introduced in September) your discounted rates will not increase in January."

AARRGHH! - Since when does Canada Post offer contract pricing on Small Packets!?

When I called, of course nobody knows anything

Does anyone out there have anything but "over the counter" pricing for small packets? If yes, how in the world did you get it?

I am just guessing but it is possible that customers having a contract with CP which includes small packets amongst other forms of mail and pacel delivery may be the ones affected. This does not mean that they have special pricing for the small packets.

As an example I have a contract with CP that provides me with reduced rates in Canada for Expedited and ExpressPost but that contract also incudes other forms of mail or parcel delivery which all count towards my CP pricing level, even if not all forms of mail that I send will be elligible for a discount.

Nope, Small Packets have regularly been excluded from contracts. Read the fine print. This is something new (if it exists at all).
