I had intended to purchase an item but the seller and I could not conclude a suitable purchase arrangement. PayPal was not an option because of the nature of my account. The seller did not accept payment from a non-resident PayPal customer. How do I cancel a purchase that has not yet been paid or received? I have informed the seller that I will not be proceeding with the purchase but it is still showing as a payment outstanding. I was to cancel the purchase.

You cannot cancel the purchase. Only the seller can do this. When you bid on the item, you agreed to purchase it according to the seller's method of payment. If you couldn't pay with paypal, than you should have either not buy the item or made the arrangements before bidding, not afterwards.
If you do not pay for the item, you can expect to receive an unpaid item strike. The seller is not obligated to cancel a purchase.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.

The seller did not accept payment from a non-resident PayPal customer.
Do you mean that the seller does not ship internationally, but you bid and won anyway? He has the right to refuse to ship to you and also to Report you as an Unwanted Bidder.
Or do you mean that the seller says he accepts Paypal but wants another form of payment? Paypal works all around the world but is a US company and in effect all payments are US based.
PP is the most secure form of payment for the buyer. While buyers can suggest other forms of payment, sellers cannot, because of these security concerns.
