Cancelling a transaction for buyer

How do I cancel a transaction for a buyer? They requested and I agreed. So, I opened a case 'buyer changed mind' and buyer has not completed the transaction by agreeing to the closure of the case.

Any other options for me to close this transaction? What is the buyer doing?

Choose I want to cancel a transaction.

The buyer agrees, both leave feedback, you get your selling fees back.

Or choose The buyer has not paid.

If he still doesn't, he gets a strike, you get your selling fees back, neither can leave feedback.

Choose on the basis of feedback. Only use the Mutual Cancellation if the transaction has been friendly and sane.

the transaction will automatically cancel after 7 days whether or not the buyer agrees, then you close the case as payment not received and you get your fees back and can relist it- both can leave feedback.  Some buyers don't seem to get their emails or just disregard it, and then some figure you said yes and they haven't gone back on their computer- I've seen it all.
