I just received a notification from PayPal that one of my buyers filed a chargeback (on other account not here) and claimed that he never received the item.
When I read it in my email, I nearly fell off the chair laughing so much!! Why?? That buyer is really, really a clueless clown!! And I think he may be a criminal and he is hiding behind "private" feedback history and had changed his id username and now is no longer registered on eBay for about 2 months now. Now I get that notification from PayPal which he claimed that he never received the item.
It is so silly that he would think he is trying to get away with it. In fact, he did left me a negative feedback about this item, so it is clearly showed that he DID received it! I have printed his negative comment in case PayPal needs to see it and I hope PayPal and his credit card company will be on my side.
It is the second time that my buyers tried to get away by filing a chargeable, the first time I won because I had 100% proof of them being tracked and arrived and he left me 20 positive feedback!!
It seems to be a trend on eBay that we are going to get more and more clueless clown/scammers now trying to scam us by filing chargeback due to their remorse??? Hope not!!

Do you have tracking? Can you report the buyer to Ebay ... in the report this buyer button? The more reports are filed with buyers that behave this way the more proof Ebay will have and the higher chances that the will get suspended.
If you do not have tracking on this item , you mentioned he left feedback? Maybe that will be enough for paypal to side with you but I have never seen a case like that. Keeping my fingers crossed for you!

What is it with the moderators that need to move some messages around??? Can't they just leave them alone?? What is the reasons that they have to move so many messages, what is the point??

Make sure you add the tracking number to THIS case as well or you'll lose. The negative feedback means nothing as proof.
Also note that the buyer has tried and failed a claim before.
If this is a CC chargeback, be aware that the CC company is making the decision, NOT Paypal, and that they always find in favour of the buyer at first. That's to make sure they have control of the money. The real decision takes place 6 weeks down the road.

The OP says that the buyer is No Longer A Registered User, so eBay (and possibly Paypal) has caught on to his tricks.
How does a seller appeal a credit card chargeback? Does Paypal run interference or mediate?

Nothing in the op is relevant to the case. I asume it was shipped to the paypal address and was under the signature required amount
All that mattters is was it an unauthorized credit card use claim or another type of claim unless the unlikey credit card or buyer drop it on their own
If its unauthorized credit card use op need to be able to prove delivery OR shipment or will lose. If its another type of claim op needs proof of delivery to the paypal adress or will lose
Feedback, buyer naru, anything else doesnt matter
