I have to follow up with each of my customers and ask for them to remit the taxes separately via PayPal and I get charged again for the PayPal service fee.
The cooperation I've received thus far has been quite limited and I still have not received an ETA for when the fix is going to be in place.
I received a response from the Office of the President indicating they don't feel this issue justifies a credit to me - although i must now make up the difference in the taxes I must remit to the government myself as an out of pocket expense.
I would be interested in hearing what other sellers experiences are on this matter and if there is something that we can do.

More than two years ago (at the "On the Road" event in Kitchener, eBay staffers assured me that Paypal was within weeks of announcing that they had a resolution to this problem for Canadian eBay sellers. Two years+ later and they now don't even see it as a problem.
How is it that they can develop their software to accurately charge correct taxes for US sellers in 50 states but cannot do the same for Canada's ten provinces and three territories?
I think it really comes down to a matter of will. Apparently Canadian sellers haven't made enough noise about this issue. Maybe this should be cross posted to the PayPal discussion board...
You would think that a Canadian eBay manager would take the bull by the horns and be a little proactive instead of waiting to be told to do something about this. Unfortunately lip service to profitability issues appears to be about all .ca management is capable of.

I have a full-time job in a large international company, and nothing gets done unless it affects the bottomline.
Canadians don't weight heavy enough in the eBay balance to justify the expense necessary to fix the issue. We still keep selling and we do it manually and we even INCREASE their revenue when we ask customers for an additional payment since Paypal hits us with an extra transaction charge.
The way I work around this issue is that I have made sure that GST is automatically calculated on every transaction. I have clearly indicated on all my auctions that taxes are applicable; GST everywhere, GST + QST for Quebec residents. When buyers in Quebec don't pay the correct amount, I refund their payment IN FULL and I send them a Paypal invoice with the correct tax amount, and I wait for them to pay it. I don't have to feel bad about having their money in my account without sending the goods, and it doesn't hurt MY bottomline anymore.
Another thing we could do is to voice our discontent with a zero-listing day or week. If every Powerseller agrees and actually participates, maybe we will get some attention.
Remember friends, it's a numbers game.

I've almost given up entirely and have come to grips with simply absorbing the losses.
It's truly a shame that a company of this size shows such a lack of pro-activeness despite my futile attempts at escalating to the highest possible area of Customer Service.
