Creating shipping and return policies frustation

I'm trying to list an item and getting stuck on the shipping and return policy creation. When I click on "Create a shipping policy" or "Create a return policy", a red-rimmed message pops up telling me that these are not yet available and will be gradually introduced in the next few months. But I can't push the item through without them. 

I've tried using the older system, but there doesn't seem to be a choice for "Buy it Now" and nothing else. I don't want to put this item at auction.

Just skip them. The basic choices in the Sell Your Item form are cash refund or replacement. If you take Paypal you make refunds. Your only choice is the abiltiy to demand return before refund.

For the selling type- these are a dropdown. Is that there?
