I bought my item on February 16th. The last day of estimated delivery was March 5th. The seller did not provide any tracking N till March 5th even I sent him messages and asked about shipping. Finally I have received ebay message with tracking N. The item was delivered on March 14th. It is nice, but I found out several small crystals were missing. This damage was not described by the seller. I have paid lot's of money for the item. I sent another message to the seller to find a solution but hi didn't response. He just ignores all my messages. Beside the high price for the item I paid around $18.00 Canadian Dollars for shipping. The item was sent from the US. If I return the item do I need to cover shipping costs by myself? The best solution for me would be to get some money back from the seller because of damage. But I believe I will not get any response from the seller again. To be honest, I do not know what I should do in this situation. Thank you!

Open an Item Not As Described Dispute through the Resolution Centre at the bottom of this page. Do this today, because eBay only allows 30 days from payment for such disputes.
If you are too late, don't panic, just go to Paypal.
PP hides its Resolution Centre at the top of your account page under Tools.
The first step is to contact the seller. You have already done that.
Your reason for the Dispute is 'Not As Described". This means the seller is required to pay for the return.
Unfortunately, the seller cannot do this because he is in the USA but lets get this started.

Most sellers will not go for 'partial refunds' because they are a common scam. However, faced with return postage costs, he may relent.
Go file that Dispute.

The first course of action is always to contact the seller. You have done that to no effect, so it is time to open a claim. When you buy on ebay you have 30 days from the last date of delivery to file a claim though the ebay Resolution Center.
That means that if the last estimated delivery date was March 5, you have 30 days from March 5 to open a claim:

If ever you miss the ebay deadline, - not to panic. Paypal provides 180 days (nearly 6 months) from when you paid.
That means if you paid on Feb 16, you have 180 days from Feb 16 to file a claim from the Resolution Center in your paypal account. See Section 13.5 of the following:

The question now is whether it was a GSP item. If so, you will need to mention that it was a GSP item in your claim. It might also explain why the seller was ignoring you.
If it is a GSP item you will eventually be refunded without having to mail the item back. You may have to chase down your complete refund (including all shipping and import charges) through Pitney-Bowes.
Otherwise, when you open a case and escalate to a claim, the seller has 3 days to respond and if he does nothing, ebay usually decides in the buyer's favour. If ebay does nothing, you will have to resort to using the Help & Contact link at the top of the page to finagle a phone number and pass code and call ebay to get it sorted out.
In cases of "not as described" a seller us supposed to forward the return shipping fee to the buyer, but you will likely need to have ebay step in to assure this transpires.
But for now, begin by opening a claim if you have not already done so.

If I bought something from someone on EBay and the item was damaged and/or NOT AS DESCRIBED - I would open a case with Ebay.
My customers would too.
Your seller has an opportunity to "fix the sale" by responding to you before EBay steps in. At that point you would have to ship the item back on a trackable service and once received by the Seller - then you will receive your money back plus original shipping (possibly the return shipping too - not 100% sure).

What ebay allows is 30 days from the last delivery date, in this case meaning 30 days from March 5 for 'not received" or 30 days from March 14 for 'not as described', not 30 days from Feb 16, -- as evidenced from the following link which clearly states, "If you haven't received an item . . . open the request within 30 days of the estimated delivery date. If . . . it doesn't match the listing description . . . open a return request no later than 30 days after the actual (or latest estimated) delivery date."
